The City is pleased to announce that Blue Cross Blue Shield will remain our medical carrier for Plan Year 2021-2022. There are no plan design changes within the three plans offered by the City. The best news is this comes with no rate increase to the employee. Although our health insurance does call for an increase in premium, the City has chosen to absorb the entire increase. We know this has been a difficult year for many and hope that this gesture shows how much we appreciate you during these difficult times. To stay on track with good news we also have a decrease in the dental rates. As many of you have experienced during the pandemic it was difficult, if not impossible, to obtain dental services and therefore we are receiving a rate decrease in our rates.
The open enrollment process will be a little different this year. We are moving to Web enrollment for medical only. (See attached Bluesenroll Webinars). You will continue to submit dental, vision and FSA/DCA enrollments to Colleen McCarthy. (Please print clearly). See attached flyer outlining the benefits along with the rates for medical, dental, vision and the FSA. To view the summary of benefits and to obtain enrollment forms, please log onto "Employee Navigator" at www.borislowbenefits.com<http://www.borislowbenefits.com/> enter User ID: Methuenben and Password: Methuenempl1 - Updated material available Monday, May 3rd, 2021. However for your convenience, I am attaching the Dental, FSA and Vision enrollment forms.
In addition, there will be no rate increase for vision or the FSA admin fee. The City will be funding the HRA for the PPO Plan and Network Blue NE $1,500 deductible plan this upcoming plan year. There are no changes to the breakdown of the HRA funding.
Open Enrollment will be held starting Monday, May 3rd , - Tuesday, May 18th , 2021 . Please adhere to this time frame. Late enrollments will not be accepted. We must allow the carriers adequate time to issue cards.
Remember this is the time to join, make changes or opt out of, your existing benefits.
What do I need to do?
* If you are not making changes to your health, dental or vision plans you do not have to do anything! No enrollment form needed.
* If you want to join or add someone to your Medical plan, Go to Bluesenroll (see attachment)
Dental, FSA/DCA, Vision - submit enrollment forms to Benefits Office. Once you enroll in a plan you must remain in the plan for the plan year unless you experience a qualifying event. Not sure if your situation is considered a qualifying event, please contact my office at (978) 983-8577 for assistance.
* The Flex Spending Plan, is the only plan that you must fill out a new enrollment form annually. If you wish to join again, please fill out a new enrollment form. If your banking information has not changed, you do not have to resubmit information. If you do not remember how much you elected this past year and need to know, please feel free to contact me. Keep in mind that you will only receive a new card if your existing card has expired. Please do not throw away your card before checking the expiration date. Cards will automatically be reloaded for 7/1/2021. If you are enrolling for the first time, you will receive a card.
The Consolidated Appropriations Act 2021 has given us the opportunity to make modifications to our FSA/DCA plan. (See attachment)
Please return all enrollments forms directly to my office for processing. DO NOT send directly to carriers.
